June 12 and June 18 AMLD Board Meetings

Greetings Neighbors!

As I reflect on the tragic events in the Hill Country over the Fourth of July weekend, I feel a deep sense of sorrow for the lives lost and the damage done. My thoughts and prayers are with every individual and family affected. I hope that you and those close to you are safe and well. These difficult moments remind us of the strength we find in community and the importance of standing together.

June 12th Board Meeting

Citizen Communication

We had strong community engagement at the June 12 meeting — thank you to those who attended and spoke. Here's a brief summary of what was shared and discussed:

One resident asked the Board to consider allowing public comment after each agenda item, citing examples from other governmental bodies.
A long-time resident requested lap lane access 7 days a week, suggesting either extending Anderson Mill Pool’s hours or adjusting El Salido's availability. Our newly hired Aquatics Director is reviewing this issue.
A resident invited the Board and community to the Anderson Mill Open House held on June 22 — it was a fascinating event! Learn more about the historic mill here.
Another resident addressed a deed restriction violation and sought clarification on next steps.

Finance

Director Watford shared the cash disbursement report and noted an increase in maintenance expenses due to the recent water heater replacement at Anderson Mill Pool.

Personnel Committee

Please join us in welcoming Amber Mitchell, our new Aquatics Director! Amber brings a strong background in aquatic management and a fresh perspective to the District. Her priorities include expanding pool access, evaluating ways to increase revenue, and addressing maintenance planning as we prepare for the upcoming budget year. We’re looking forward to the positive changes she’ll bring to our community.

Solid Waste Committee

The Solid Waste Committee has been reviewing resident feedback to explore ways to improve service. After careful consideration, the Board voted to send a termination notice to Republic Services. The District will now begin the process of issuing a Request for Proposals (RFP) to evaluate other waste service providers. This step allows us to explore better options that align with community needs and expectations.

Parks and Landscaping Committee

The Parks and Landscape Committee shared the audit results for District parks and introduced potential beautification plans, including landscaping updates for medians and entrances. They also reviewed a list of possible capital improvements for park facilities. These efforts are focused on enhancing the quality and look of our shared spaces. Next steps include working with staff to plan and prioritize projects.

Facilities, Operations & Safety Committee

An audit of the Senior Center and Firehouse buildings was recently completed, providing valuable updates on their current maintenance status. The findings are helping the District identify and address priority repairs. Additional District facilities are scheduled to be assessed in the coming months. This ongoing effort ensures all community buildings are safe, functional, and well-maintained.

Community Engagement Committee

Upcoming events were reviewed, including the ongoing Photo Contest. The votes are in for the Photo Contest, and the winners will be announced soon—I can’t wait!

Unfortunately, the 4th of July celebration was canceled due to weather, but we still want to hear from you. Please take a moment to fill out our community event survey and share which events you and your family enjoy most.

The Board also reviewed proposed updates to the Fall/Winter Activity Guide. These updates will be discussed in more detail at the upcoming meeting. We encourage everyone to stay involved and share their ideas to help shape future community activities.

Communications Committee

Did you see the June newsletter? It’s now available for you to view. The committee is currently developing a Communication Plan to standardize how and when messages are shared based on their urgency and importance. This plan will help ensure residents receive timely and clear updates.

Architectural Control Committee

Recent ACC cases and decisions were shared with the board. The committee is actively collaborating with the District Manager to organize case files more efficiently. Their goal is to streamline the review process for future cases. These efforts will help improve transparency and consistency in decision-making.

Board Reports

Director Hogle proposed hiring a marketing professional to develop a comprehensive marketing plan for the District.Additionally, she requested a running action item checklist to track follow-ups from board meetings. This tool will help ensure accountability and progress on key initiatives.

Director Watford shared a list of organizations that staff gathered as regular partners with AMLD.

I shared insights from a recent TRAPS Lunch & Learn event in Cedar Park, where I made new contacts and gathered ideas to help improve our district. During the meeting, I also raised concerns about the timeline for approving the seasonal guides and budgets. These timelines are critical to ensuring smooth planning and communication. I look forward to working with the board to address these challenges.

District Manager Report

Aquatics Update: The aquatics onboarding process is underway, with clear next steps outlined for our new director.

Barracuda Swim Team: The Barracudas swim team had a successful season overall, but some operational improvements have been noted for next year.
RRISD 5K: RRISD’s 5K event request was reviewed, with several suggestions provided. Additional conversations are planned soon.
Rental Policies: Proposed rental policy updates aim to protect the District by clearly outlining what activities and uses are permitted during rentals, ensuring a safe and enjoyable experience for all.

Day in the Life of a DM: A “Day in the Life of a District Manager” presentation provided valuable insight into the daily challenges faced by the DM, prompting productive discussions on improving District operations.

The Board reviewed and recommended updates to the Personnel Policy to better align with our current goals and organizational needs.
